Forum Avatar Page.. ? Empty Forum Avatar Page.. ?

Idk if its just me, But when I go to the Avatar menu in the Profile section of the forums, The page is like.. 4 miles wide, and I cant seem to find where to Upload an avatar from PC.
Anyone else having this problem, and anyone know a solution?
